Biography: Not much is known about Heaton's past. There is no information about his time as a researcher at Prometheus Labs.
After leaving Prometheus Labs, he published several papers in theoretical physics and metaphysics. Shortly thereafter, he was contacted by the Exis Academy of Human Research, where he contributed his work in applied and theoretical physics to further the research and understanding of anomalous entities. Heaton excelled in the creation of new methods of humanoid containment, as well as procedures for research and experimentation on humanoid entities, many of which were used by both the Academy and the Global Occult Coalition itself.
It is known that it was around this time that Heaton was contacted by GoI-███: SEPIA, then still a member of the GOC Council of 108, who showed interest in his humanoid containment procedures. It is unknown if SEPIA offered him a position in their organization or some other arrangement, but if so, it appears that Heaton turned it down. For unknown reasons, Heaton left the Academy for personal reasons, although he himself admitted that he remained in contact with some of its members and ex-members.
His first contact with the Insurgency was in 19██ while he was doing personal research on the Foundation and SCPs. While in their ranks, he worked to better understand how the humanoid brain worked. Over the next █ years, he would become a prominent figure for his dealings with anomalous humanoid entities, his contributions aiding in the initiative that would eventually become the current Teal Division. However, during the Discord War of 2013, Heaton pledged allegiance to Delta Command and offered the recruiting settlement his department conducted some of its experiments to, which was located in Mexico and would later become Base-7.
During his time with the new Insurgency, Heaton seemed to shift his work from studying humanoids to biological anomalies such as plants and fauna; His research led him to become the head of the Biological Weapons Department, specializing in those with cognitive effects or anomalous mental patterns. In addition to working on his assigned projects, he also worked on various anomalies for the creation of personal use devices and was only allowed to work on these on the condition that it did not hinder his assigned work.
In late 2016 Heaton was assigned by Delta Command to assist Corneille Kopper in the development of Project Corvus due to his experience with humanoids and his previous assignment with Teal Division assets.
On ██/██/20██ Doctor Victor Heaton disappeared from his workstation at Cell-████, along with several Anomalies of Interest that were still being evaluated by his department. How he evaded base security is unknown, and security camera footage shows glitches and discrepancies beginning five minutes before his disappearance and ending ten minutes after his absence was reported. An investigation of his personal possessions reveals no evidence of insubordination or escape plans, as well as a complete lack of records or clues that raise any suspicion of mental degradation or manipulation of any kind.
Rules of Engagement: Due to the unknown details of Heaton's disappearance, and therefore the uncertainty of whether it was voluntary betrayal or forced abduction, rules of engagement have been assigned with the sole purpose of incapacitating him. Insurgent personnel are to report any information they find that leads to his current whereabouts, as well as request reinforcements from at least one Special Team. Although the subject is not considered dangerous, precautions must be taken in the event that he carries an anomaly on his person.

Description: A member organization of the Council of 108 of the Global Occult Coalition. It was founded in 1970 by a group of scientists for the purpose of researching, capturing, and creating anomalous humanoids. Its current location or if they are even still active is unknown.
General Information
Believed to have been founded in 1970 by a Council of six anomalous individuals, this original group was formed to allow its members to hide from the Foundation and the GOC, as well as to pursue the individual interests of each member. However, continued lack of resources and lack of organization led the Academy to become a member of the Coalition's Council of 108; it is believed that to do so the members deliberately hid their anomalous nature from the Coalition's higher-ups by creating a series of anomalous artifacts that could shield their EVE energy from even the VERITAS system used by the Coalition.
In late 1980 the organization was systematically destroyed by a series of attacks by GoI-019: The Serpent's Hand, after alleged claims by this group that the Academy was using the humanoids they researched as test subjects. There was never any evidence to confirm these accusations and this incident was used as the final blow to expel the Serpent's Hand as a member of the Council of 108.
The survivors reunited on ██/██/19██, the anniversary of the original group's creation, and re-founded the organization with a more public face, hiding in plain sight, spreading information about various low-threat anomalies its members could create for the benefit of anomalous humanoids. At this point they were supported by several members of the Council of 108 in capturing and containing various anomalous entities. It is unknown how they obtained information regarding previously unknown anomalies, even recovering anomalies that were found in very public areas.
Their hierarchy is headed by the Council who have knowledge of the lower ranking members. They operate in teams of four people each with the codename Operator. These groups generally act individually and have very little knowledge of the actual structure of the Academy. Each team has one member who reports to the Council on their progress. If at any point a threat arises and Council members deem it necessary, many groups will combine and form one large task force, varying in size depending on the threat.
Following the end of the Cold War, specifically in late 1991, the Academy ceased its activities, and several of its members disappeared into hiding, apparently for no apparent reason. Although it is believed that this was a safety measure against the financial crisis that affected all paranormal organizations following the closure of Prometheus Labs, there is still no evidence to indicate a specific reason as to why the group disbanded. It is believed that some of its members may continue to work in other GoIs or that the organization itself is still active in a more clandestine form.
