Before we begin, whoever is reading this should be aware of the implications that will come with the knowledge gained from the following file. We usually keep things secret with this kind of thing, but that is no longer the case. Your position will have you making decisions that will span the lives of many for years to come, and sometimes there is no such thing as a right choice, only choices that favor the Insurgency or at least do not harm it too much. And sometimes we need an extra push to be able to continue on the path we chose. Consider this file that push.
The Occult War I and the Convention of the Forbidden City

Better known as the Forbidden City Convention, it was possibly the event that would mark a before and after in the paranormal community. The high command of the then 13 most powerful paranormal organizations signed an agreement for the creation of an international organization that would be in charge of fighting the anomalies of the world. However, the true purpose was much more complicated. The reality is that the agreement was the result of a decision-making process initiated by the events after the discovery of the so-called Occult War I.
The Occult War I is the greatest reality-structuring event ever to occur, with our reality being the result of this manipulation. The reasons, events, circumstances and authors of this event are unknown even to the highest commands of the Foundation, the only thing that is known is that the starting point of this alternative reality, ours, occurred on June 1, 1900, the time when the so-called Fifth Occult War took place.
The only existence or proof of this event is known because a number of people apparently had memories of the events of this war even though reality showed them otherwise. Many of these people were high ranking officials of many of the organizations that fought the anomalous at the time, who came to the conclusion that their role as leaders in the fight against the paranormal was not a coincidence and was due to an unconscious experience acquired during the events of the previous alternate reality.
Based on their memories, the world before the restructuring was one where knowledge of the anomalous was much more common and anomalies were used in war. The Occult War I was apparently the largest struggle that occurred between the most powerful powers at the time that concluded with the events of restructuring.
The Covenant was a way for this group of people to achieve their goals together. These included maintaining normality, protecting humanity from anomalies, protecting it in the event of another restoration of reality, tracking down all those people who still had memories of the events of the Occult War I, preventing any other organization from using the anomalies as weapons, etc. All of the goals were in a way, and seen from a certain pragmatic perspective, a way to prevent this mundane world from following the path of the world of the Occult War I.
Thus, on September 7, 1901, the Forbidden City Covenant was signed, where the organizations would emulate an organization similar to the one created by the Council of 108 of the then Allied Occult Initiative, later the Global Occult Coalition. That day, under the command of the O5 Council, formed by the leaders of each of the former organizations, The Foundation would have been formed.
The Insurrection and the Foundation Civil War

On June 19, 1914, four members of the second generation of the O5 Council defected from their positions after executing a series of synchronized strategies to release a large number of SCPs, most of them humanoids. The strategy was developed, leaving the Foundation with consequences that continue to this day.
It is known that this insurrection was due to the then O5-11 (The Caretaker), who wanted a change in the official paradigm that was held of humanoids who were classified as SCPs. This led O5-11 to develop, along with the help of her husband, then O5-12 (The Driver), to create a series of procedures that would improve the quality of life of humanoids within the Foundation. However, this did not stop or improve to a greater extent the way in which humanoids were viewed by the Foundation.
Tired of this situation, O5-11 and O5-12 conspired to free several humanoid SPCs. To do so, they used the most influential O5s of the Council at the time: O5-4 (The Gangster) and O5-7 (The Professor). Both characters had their own reasons for carrying out this plan.
O5-4 was known for his underworld connections and his tendency to use criminals to get what he wanted. But his real ace up his sleeve was his greatest creation: The Insurgency1, the covert team developed and approved by the O5 Council itself, who would give them the upper hand during the split. As for O5-7, his reasons were far more complex. His vision of a world where anomalies were used to define the normality of the world was well known to the other members of the Council, being best known for calling for the militarization of SCP objects. O5-11's proposed insurrection was the opportunity to break free from the constraints of the Foundation and lead the abnormal world into a new future. And so, in a single night, the so-called Foundation Civil War began.
The O5 defectors took advantage of their position to move certain SCP objects to their own secure sites, along with a large number of personnel. They subsequently assaulted several Foundation facilities in a joint effort to decimate their forces.
At least 326 anomalous and humanoid objects are known to have been removed from containment and taken to unknown locations. The Foundation could do nothing but send out a warning signal to all containment sites around the world and execute the remaining personnel who were loyal to the defecting O5s.
The Foundation Civil War lasted ten years, from 1914 to 1924, ending with the withdrawal of the Insurgency forces, to emerge in the following years with more complex strategies. Later O5-4, O5-7, O5-11 and O5-12 would go on to form the current Delta Command of the now known Chaos Insurgency.
The Red Right Hand and the Insurgency

Mobile Task Force Alpha-1 The Red Right Hand, was one of the most important mobile forces developed shortly after the creation of the Foundation. This mobile force was characterized by, unlike the other strike teams, being made up of individuals completely loyal to the O5 Council. Their action reports were directed exclusively to the Council, which used this Mobile Task Force in situations that required strict operational security.
The exact date is unknown but it is estimated that between the years 1900 and 1910, by orders of the then O5-4, a Special Covert Group was formed, known only to the O5 Council, who would be in charge of completing those missions of questionable ethics and quite unsatisfactory consequences for groups from both the anomalous world and the real world, while leaving the name of the Foundation clean. This group would be known as The Insurgency.
During the 1914 Insurrection orchestrated by the O5 defectors, the Insurgency served as a useful strike force against the loyalist forces of the Foundation. Being a covert group and non-existent to the Foundation personnel, their attack was a true surprise that resulted in the Insurgents' victory.
Following these events, the Foundation would be responsible for modifying the files regarding the true date of the creation of the Insurgency. To do this, they would hide the events that occurred during the Civil War from the Foundation, something that would be easy because most of these were damaged or lost due to the constant conflicts. Their opportunity came during the events that occurred in 1926.2.
The Foundation posited two versions: For Level 4 and 3 personnel, the Insurgency was actually officially created in 1926 as a covert group that defected with several SCP objects. For Level 2 and 1 personnel, the Insurgency was a group that had already existed for a long time, whose first attack occurred in 1926. This series of disinformation would help hide the truth behind the origin of the Insurgency, close to the interests of the O5 Council.
Aaron Siegel and the Twins of God

On February 13, 1922, the Foundation carried out one of its largest anomalous projects: Project Twins of God, the first SCP-001. Led by the Omega-5 research team, the project aimed to create an "anomalous weapon of extinction potential."
The project was created in response to the mass destruction campaigns carried out by the then Group of Interest, Kingdom of Abaddon, a group of powerful reality manipulators of African origin that had begun to move throughout Europe since 1912.
The project was led by the then members of the Foundation's O5 Command, Aaron Siegel (O-1) and Vincent Arians (O-2), and was carried out in ██████, Mexico, at St. George's Church. Siegel was known as a great physicist, as well as for his skill in anomaly experimentation, being indirectly responsible for the creation of many anomalies of the time, as well as an expert in the so-called "Conductive Thread Theory" that explained the existence of anomalies. While Arians was chief of staff and who assisted and helped Siegel throughout the project.
However, on March 21, 1926, during testing with the anomalies, Siegel and Arians assassinated the then Administrator of the Foundation, Frederick Williams, and true creator of the Kingdom of Abaddon. After the Administrator's assassination, the former overseers fled with the remaining personnel, as well as the newly created anomalous weapon, naming themselves the Chaos Insurgency.
According to Siegel's own testimony, his decision to defect from the Foundation was carried out by the discovery of the true nature of the Administrator as well as the Foundation itself, who used the anomalies to impose their designs on the world. Tired of this, Siegel along with Arians designed the plan for the Administrator's assassination and his subsequent escape, which only included five other members. Siegel also said that he was aware of the existence of an original Insurgency, but since it had been dormant for so long and much of the information regarding it was lost during the Foundation Civil War, it was believed to be a myth even within the higher-ups. Siegel just assumed the role without really taking them into account.

This new Insurgency would make contact with the original in 1938 during the height of the Seventh Occult War, taking advantage of the Foundation's distraction to acquire means, materiel, funds and personnel for their future attacks on the Foundation.
Delta Command, who at the time had no intention of taking part in the war and avoiding any kind of confrontation with the Foundation, were impressed by Siegel's initiative, giving him not only what little they had, but also a seat in Delta Command. In exchange, of course, for giving them custody of all the anomalies that had been acquired by them from the Foundation.
The codename The Engineer was later used to describe Aaron Siegel's role as the advisor to the high command and retroactively place him as the founder of the newest iteration of the Chaos Insurgency.
The exact date is unknown, but in 1943 Aaron Siegel disappeared, shortly after leaving for South America to what is believed to have been the destruction of SCP-001.
It is unknown what happened to him, but it is believed that Siegel defected from the Insurgency along with most of his original allies to return to the Foundation as an Overseer; the reasons for this are unknown.
After Siegel's disappearance, and the misinformation that followed his defection, the term Engineer was used as an almost mythical status to describe the undisputed leader of the Insurgency. Only the original members of the first Delta Command are aware of this, and even the newer members of the current Delta Command are unaware of the true nature of this title.
The Engineer and the Engine
In 1944, at the end of World War II, a group of Insurgents still loyal to the O5 Council, who were on a mission during the events of the 1914 Uprising, made an incredible discovery.

The Nazis' Ahnenerbe Obskurakorps had discovered a strange machine of unknown origin and purpose. Members of this institute planned to take the device back to Berlin for analysis. However, members of the Allied Occult Initiative engaged them in a battle where the AOI had a clear advantage. Taking advantage of the chaos of the situation, the Insurgency took control of the anomaly.
The events that occurred later are not known exactly, but it is known that those who made contact with the anomaly, then known as The Engine, had visions due to the psychic connection they had with it. This new vision granted by the Engine caused this group to act prudently in such a way that its eight members made sure to keep the existence of the item a secret, even from the O5 Council.
At the end of the same year, the remaining members of this Insurgency contacted the high command of the Chaos Insurgency. In exchange for protecting them from the Foundation, they revealed everything about the nature of the Engine.
Due to the importance of this item, Delta Command decided that this anomaly would only be known to the high command and no one else. It is not known what happened to the first eight subjects who made the first contact with the Engine, but it is believed that they still play a role in the Chaos Insurgency.
After the first contact with the Engine, Delta Command reused the code name The Engineer to designate the person who would be in constant contact to carry out the Machine's plan, which is in line with the goals of the Chaos Insurgency.
Contrary to popular belief, the Engineer is actually a designation that each of the members of the original Delta Command obtains when the Engine decides to make contact with one of them. This choice seems to be random and only the members of Delta Command are aware of the person in turn in contact with the Engine.
The Falchion Valley Revolution
By the end of 2010, the Chaos Insurgency was going through its most difficult times. By the second decade of the new century, the paranormal community began to grow at an uncontrolled rate, to the point that new groups and organizations began to emerge. This new competitive environment left the Insurgency at a disadvantage due to its multiple failures in its confrontations with both the Foundation and the Global Occult Coalition. One of the reasons was that the instructions given by the Engine became much more complex, to the point that many were never fully executed.
To complicate matters even more, the Engine drastically changed its selection of psychic connections beyond Delta Command; Now the chosen people to whom it gave instructions could be anyone at random, from common workers, housewives, public servants, government agents, high school students and even staff members of enemy organizations3.

This combination of events led to an atmosphere of tension between the top brass and the staff of the insurgent cells. On February 8th, 2013, the Fashion Valley, one of the largest storage facilities for items, took up arms against Delta Command in an attempt to take control of the main cells of the organization, headed by the mysterious operator codenamed Haos.
Fashion Valley was already known for its controversial and risky procedures in handling anomalies, being much more ambitious and innovative than other cells. Much of this movement was carried out by a mixture of ideologies, but of all of them there would be one that would become the official one of the movement: The Haos Doctrine.
The Haos Doctrine is one of the most complex philosophies from the perspective of the paranormal community. Relatively new, the movement is speculated to have been created by Nathan Kaducais Frederiks, a mysterious member of the Fashionistas whose motives for creating this doctrine were never known. The dogma on which this ideological movement is based seems to lack precedent and is impossible to trace in any historical archive, despite this experts have concluded that the Haos Doctrine contains a mixture of gnostic, theological, cosmological and existentialist ideas, with a great resolve and emphasis on the importance of the work of the Engine.
The now known Fashion Event ended on the same day of its beginning with the bombing of its main facility, at the cost of losing a large number of anomalous items. However, the Fashionistas would re-emerge the next day in a much more executed attack, which began the so-called War of Discord.
Unlike the official version, which states that the Fashionistas took control, there was a secret agreement between Delta Command and the self-appointed Alpha Command, the Fashionista leaders. In exchange for allowing the Insurgency's administration to implement their risky procedures and apply the Haos Doctrine, the rebel cells would immediately stop their attack.
On February 9 of the same year, Delta Command decided to award and cede all territories in the United States and Canada to the Fashionistas. Delta Command and the rest of the personnel loyal to the original Insurgency settled in a secret facility in Mexico, close to where the Twins of God project was carried out. However, this event would only make the Insurgency take drastic measures for its resurrection.
The Corvus Project and the New Beginning
After the events of 2013, the Chaos Insurgency implemented a series of changes that will guarantee its future in new struggles with other organizations, already inevitable especially with the rumors of an Eighth Occult War getting closer and closer.
One of the first changes was the creation of the cooperation treaty between the Insurgency and other organizations with similar purposes, such as the GRU Division P and ShaDES Technologies, a company specialized in paratechnology formed by former workers of the now dissolved Prometheus Labs. Another of the most important changes was the expansion of the Insurgency beyond the Central American region and the creation of Base-7.
However, on April 25th, 2015, double agents deployed within the Foundation and the GOC confirmed one of the highest command's greatest fears: The Foundation had decided to reactivate its humanoid mobile task force program under the name Alpha-9 The Last Hope, preceding the already old and failed Omega-7 Pandora's Box project. This event was the opportunity that Delta Command, specifically Commander Three, was waiting for to also reactivate an old humanoid militarization project that the Insurgency had long forgotten about. Under the direction of Chief Researcher Corneille Kopper, Commander Three's protégé, the old Corvus Ocultus program was active again under the name Project Corvus.

The Corvus Ocultus was an early project initiated in 1923 as a Foundation counteroffensive against traitor Insurgents and a precursor to the older Theta-01 War Hawks mobile task force, the first mobile task force of anomalous humanoids created by the American Secure Containment Initiative in 1814 during the American Civil War.
After the end of the Foundation Civil War in 1924, and with no opportunity to be used, the creation of the Corvus Ocultus was kept secret until the project's leader, General R. Blake, initiated an uprising, freeing all the humanoids in the project and founding the so-called Blake Family. The feuds between the Foundation and this group were carried out in secret and it was not until the end of the Seventh Occult War that the few survivors who did not join Blake contacted Delta Command and joined as members of the then Teal Active Special Operatives.
In 2013, with the War of Discord and the official declaration of the existence of the new Fashionista Insurgency, most of the humanoids still faithful to the original ideals of the first Insurgency joined Delta Command at its new location at Base-7.
On December 1st, 2016, Project Corvus was initiated under the care of its personnel. The future of the Chaos Insurgency will now depend on how the agents of Project Corvus fulfill their duty.
