Usage
Given the Subject's loyalty and initiative, as well as his qualities, he has been allowed to participate in minor operations and any request to promote his participation in classified, sensitive or important operations will be denied until deemed appropriate by the Gamma Officer assigned to Telesto Base, and ultimately Delta Command.
Any information provided by the Subject will be meticulously analyzed for the purpose of confirming its veracity and will be used as deemed appropriate by the assigned Gamma Officer.
Report
Subject is currently in a cell fitted with a Scranton Field2 to nullify or mitigate its effects in reality.
The individual is known to be unable to use his abilities when in a state of immediate pain, with the administration of electric shocks being an effective method of inflicting non-lethal damage in the short term. For this reason, all personnel who interact with the Subject outside of his cell must carry an M-26 TASER and a canister of pepper spray in case it is required.
The Subject is capable of moderately modifying reality, and is able to perform multiple anomalous activities, the most notable of which are telekinesis, spontaneous generation or destruction of matter, levitation, and medium-scale teleportation. It should be noted that the effectiveness of these processes depends entirely on the Subject, and can be stopped or reversed at will by the Subject.
The Subject has repeatedly expressed his loyalty to the Insurgency, and is willing to participate in external operations or in the maintenance of Telesto Base.
Appendix I - Recovery
The Subject was originally discovered on March 8, 2002 in Paihuano, Coquimbo, Chile, after a call was recorded the night before to a member of the Insurgency staying at the Telesto Base. Below is a transcript of the call:
Hello?
I'm Agent Priest, from Rea Base. I'm working on a Covert Operation targeting the SCP Foundation in Chile, and—
(Sigh)
Look, you probably don't even know me, and I don't have much time to introduce myself or explain what the hell I'm doing, but I need your attention.
Tomorrow, or in a few hours, I need a Team sent to Elqui Valley, just outside of Montegrande. Alphas, Betas, I don't care, just send a Capture Team before 4 AM.
There'll be a rookie recruit waiting for them there, a recent Foundation defector, with anomalous qualities, Type Green, whatever. I'm helping him escape and join the Insurgency, but we have to be quick. The Foundation will notice he's missing sooner rather than later, and they'll start looking for him.
If they don't get him back, he'll be able to evade the Task Forces for a while, but that'll make it harder for us to find him, eventually the Foundation will find him and—
(Cough)
Look, just report this to whoever's closest to you. Elqui Valley, outskirts of Montegrande, 3 AM at the latest, a Capture Team.

After conducting brief investigations, it was decided to send a small Beta Team to the agreed area, where the individual was abducted and taken to Telesto Base prior to the Foundation's arrival in the area.
Following his capture, his abnormal properties were assessed and he was interviewed. The content of the interview is set out below:

Interviewer: Dr. Samantha J. Shuffle
Dra. Shuffle: Good morning, 034.
Orrosquieta: Good morning.
Dra. Shuffle: As we discussed earlier, you are here for questioning, okay? Now, for the record, I need you to tell me your general information: Name, age, etc.
Orrosquieta: (Sigh) My name is Uriel Roberto Orrosquieta, originally from the north of Chile. I am 48 years old and… I don't know, any other information that needs to be recorded?
Dr. Shuffle: So far, it's okay. What can you tell us about your relationship with Agent Priest? How did you two meet?
Orrosquieta: It was… unusual, you might say. I was at Site-12, my assigned Site, as normal, until a statement was issued that the facility was at risk of going into a CODE WHITE or GRAY, and subsequently into other alert states. I made inquiries and enquiries, and was informed that the Insurgency was thought to be planning an attack.
(Orrosquieta clears throat)
Orrosquieta: The attack did indeed occur, and although they had taken measures, the cell that attacked the facility was clever and managed to evade a good part of their security. It started with… something related to a freighter in a coastal area of the region. I don't know what it was, but some researchers and doctors looked worried. We assumed it was an Insurgency maneuver to divert attention and personnel from the Site, so they requested that a Detachment from another facility keep an eye on the place.
Dr. Shuffle: SCP-455? Yeah, we heard about that. What happened next, broadly speaking?
Orrosquieta: Things just went off the rails at the Site, I guess. CODE BLUE, SUPER BLUE, MAGENTA were declared and other stupid things I can't remember at the moment; I only remember seeing a fair amount of creatures roaming the halls.
(Silence)
Orrosquieta: If I may say so, in retrospect it was something spectacular. Maybe I would have appreciated it if I wasn't so scared and trying not to die. Anyway… After this, they started taking hostages. Or something like that. Coincidentally and fortunately, I was taken hostage by an Agent who at the time didn't tell me his name, but I would later learn that his code designation was "Priest". I was near an Emergency Evacuation Route from the Site, when Priest and some other guys arrived. I don't know if they were looking to use the tunnels to escape or if they were looking for any witnesses to capture him. At one point I was alone with Priest, and I tried to convince him to let me join the Insurgency. It wasn't easy; he thought I was just saying that so he wouldn't kill me.
(Orrosquieta laughs quietly)
Orrosquieta: If Priest knew what I had been through, he would have had to apologize for not attacking the Site sooner.
Dr. Shuffle: Were you unhappy with your experiences at the Foundation?
Orrosquieta: Unhappy is a mild word. I was completely fed up, fed up. Everyone in the Foundation is a bunch of hypocrites, who don't mind overriding what their principles are supposed to be to get a gadget they don't understand or to imprison someone who is different.
Dr. Shuffle: How long were you in the service of the Foundation?
Orrosquieta: Approximately 5 years.
Dr. Shuffle: Why did you wait so long to join the Insurgency? Did you not try to join before? From what we understand, Site-12 is aware of the existence of the Insurgency and has files on it.
Orrosquieta: (Laughs) Are you crazy? Trying or even getting someone to hint that you were sympathetic to the Insurgency was complete suicide. Besides… things weren't always this way.
Dra. Shuffle: Please explain.
Orrosquieta: (Sigh) Look, I really believed in the Foundation at first. In their ideals. "We die in darkness so you can live in the light." It sounds noble enough, until you realize they drag a lot of people into darkness as they die. But I believed it was the right thing to do. I really believed it was about… the greater good.
Dr. Shuffle: What made you realize this wasn't the case?
Orrosquieta: I guess… time, and the shamelessness of the staff. I mean, they were supposed to have an Ethics Committee, and they didn't mind going and locking up people who might do something slightly abnormal for the rest of their lives. Suicide attempts by some "humanoid" SCPs were more common than I'd like to admit they were. I never saw anyone on that Committee lift a finger to stop this. If they really had an Ethics Committee and it wasn't just a pretentious decoration to try to make the world believe that they really care about the things they house in their facilities.
(Silence)
Dra. Shuffle: How and when did you find out about the Insurgency?
Orrosquieta: A couple of years before my defection. At first I imagined that the Insurgency didn't even exist. We're talking about the Foundation. It wouldn't be surprising if they had… "fabricated" a front group to do even more deplorable things and get away with it. But I finally learned that the Insurgency was a real group, and I decided that I would join them. However, I was never really able to do it; if I made a plan, there was a risk that someone would discover it and report it; if I simply disappeared, they would look for me and find me, and I would have to give explanations that I didn't have. I kept cowardly putting it off until, finally, and almost as if it were something that came from Heaven itself from the hand of God, the Insurgency besieges the Site, and amidst all the confusion, everything that I have already mentioned happens.
Dr. Shuffle: I understand. Although, uh, how did he convince Priest to help him join the Insurgency?
Orrosquieta: Ironically, they helped me. A couple of my colleagues who I later discovered were Insurgents infiltrating the Site: Researcher Natasha Campbell and Dr. Javier Rojas. Nice couple, I would never have suspected they were Insurgents. At least not with the violent and aggressive image I had of the Insurgency when they were assigned to the Site. I suspect that this diabolical and destructive facet is a mere invention of the Foundation to dehumanize them. I mean, it may not be as tidy here as the Foundation Sites are, but it seems to be a nice place.
(Orrosquieta clears his throat)
Orrosquieta: Anyway. We were assigned to many projects together, and eventually I started to get along with them. We talked and eventually became very good friends. It was one of the few good things I experienced while working for the Foundation, even if they ended up being part of the Insurgency. I guess that's actually why they were different; the other researchers I worked with, especially those above me, were a bunch of… despotic jerks. I'd like not to talk about it too much now. After some hesitation, I decided to confess to both of them that I didn't agree with some of the Foundation's techniques. Most of them, to be honest. They told me they understood me, and that they, too, were sorry to do cruel things in the name of a goal that seemed so far away. I know they couldn't say they were opposed to the practices they had to perform, to maintain that facade of "exemplary doctors" and "well-behaved little boys," but I could feel that deep down in their hearts they agreed with me, while with words they expressed that we had no other option but to resign ourselves and wait for our moral sacrifices to bear fruit. I suppose they must have spoken with Priest to allow me to escape and be brought here. It makes me a little sad to think that I probably won't see them again.
(Silence)
Orrosquieta: Do you know if any of them work here or somewhere nearby?
Dr. Shuffle: I'm afraid I couldn't tell you. Infiltration operations are somewhat sensitive, and we're usually not given much information about them unless strictly necessary. However, if they are Insurgent Agents, I could look up their code names.
Orrosquieta: I think… I think Campbell's code name was Encore, or at least that's what I think I've heard. I don't know Rojas'.
Dr. Shuffle: Okay. I'll fill you in on the situation soon. Now, what can you tell us about his anomalous qualities? When did he acquire them, and how?
Orrosquieta: It's… complicated. I'm not entirely clear on that. It's possible it was during the siege as a result of anomalous cross-contamination, in the '98 Incident, during the Santa Cruz breach… it could even have been caused by willpower and rage against the Foundation.
(Orrosquieta and Shuffle laugh in unison)
Orrosquieta: They're all candidates, though if I had to bet on one, I think it would be… a series of incidents that occurred in '97. The initial event was officially designated "Fughetta" and the set of incidents was called the "Well-Tempered Incident." It was basically a large-scale breach of several "ketes" [sic] across various regions of Chile.
(Silence)
Orrosquieta: During the last incident, three Green Guys and one Silver Guy, or whatever they're called, escaped. The Green Guys were identified by the names "Tagirión," "Offenbach," and "Blacanblús." The Silver Guy was known as "Azulejo," though I never quite understood why. The main problem was the latter: He was able to temporarily transfer his consciousness into another body and control it, and he was clearly going to use that ability to aid his escape. This wasn't too big of a problem at first. I mean, it was awkward, but it would be easy to identify. The real problem was that… how to put it… Bluebird could not only transfer from one body to another for a while, but he could "acquire" any kind of abilities in the bodies he was in, and on top of that, those abilities, if used on someone else, stayed in the host's body presumably permanently. This didn't always happen, in fact it was rare, but it was mainly because it was believed that it was controlled by him.
(Orrosquieta coughs)
Orrosquieta: We had reason to suspect that Azulejo had been in the bodies of other anomalous entities and had his qualities in a passive state; otherwise we couldn't explain how he managed to do so many things in the short time it took us to arrive. If you add to this the help of 3 Alterers, you can imagine the direction things are taking. We were barely able to finish off Azulejo, and that was when we were finally able to confront the rest. When we have to finish off 3 guys who are basically demigods, and that's not the biggest problem, you know the situation is hairy [sic].
Dr. Shuffle: I imagine Azulejo's abilities have to do with yours.
Orrosquieta: That's right. It happened with other members of the team, actually. He would get inside one of us and use powers so he could attack us up close. Of course, that implies that the staff would acquire the power and could use it to attack him. He wasn't the smartest guy I know. In fact, he's probably one of the most idiotic guys I've ever seen. Although I suppose it was because he was in a bind, I couldn't blame him too much. However, little did I know that the worst was to come later. It turns out that the neutralization event and so on had been observed by an entire village; it wasn't that big of a deal, they could just brainwash them and make them forget about it, but no, it wasn't as easy or as nice as I'd like it to be: Bluebird had, presumably, infected a good part of the village with abnormal qualities in order to quickly escape by transferring himself to them, and as far as we knew those effects were irreversible. We couldn't move all the subjects to one facility, so we had no choice but to…
(Orrosquieta closes her eyes and clenches her fists)
Dr. Shuffle: Don't worry, I understand how you might feel. What happened after that?
Orrosquieta: I didn't want to— I couldn't go back to the others. I'd killed people who weren't really to blame for anything just because we had to stay hidden. I felt worse than a criminal, so I decided to escape. I deserted the Coalition as soon as I could and joined the Foundation at the first opportunity. I thought things would get better there; after all, I'd heard that a certain "Ukelele" and "Dunwich" had done the same thing. Although, well, they both actually applied for a permit to do so and I was on the run.
Dr. Shuffle: Wait, you worked for the Coalition?
Orrosquieta: 7 fucking years before I joined the Foundation.
Dr. Shuffle: What could you tell me about your time there? Modus operandi, or any relevant experience?
Orrosquieta: To be completely frank, the only positive experience I have from there is seeing Al Fine's huge tits in a file that was circulating among some members. Other than that, the rest is stuff I don't want to even think about. But since I know that "I don't want to talk about it" is not a valid answer, I'll give you some information about the Coalition in Chile… another time, if you'll allow me. (In a low voice) My ass hurts from sitting.
Dr. Shuffle: Okay… Thank you very much for your cooperation, Mr. Orrosquieta. One of the guards will take you to your room. You will be informed when you are needed for the next question session.

Appendix III - Last Communication
As part of the routine of containment and moral support for the Subject, he was allowed to speak once or twice a month with Dr. Shuffle on various subjects. The following is the last such conversation, which occurred just after the failure of Operation Kelifot Satariel:

Dr. Shuffle: Orrosquieta? I was informed that you wanted to contact me. Is something wrong?
(Silence)
Dr. Shuffle: Orrosquieta?
Orrosquieta: What did we agree on, Samantha?
Dr. Shuffle: Huh?
Orrosquieta: You're being mean to me, you [sic] moron. We discussed it and agreed very clearly: No harm to people outside who are not related to the Foundation. And then they tell me that I have to use the… the damn ghost grenades for a terrorist attack in a town, just so that the Foundation gets a little distracted and we steal the junk they have stored.
Dr. Shuffle: That-
Orrosquieta: No, listen to me. I told them I wasn't going to do that, and that there were a thousand more efficient and less inhuman ways to distract them, but they didn't give a damn!
Dr. Shuffle: Orrosquieta, that's what Delta Command ordered.
(Orrosquieta sighs)
Orrosquieta: They always say that. "Delta Command knows", "Delta Command dictates things for a reason". At this point I have a feeling that it's the same shit [sic] that they preached in the Foundation and the Coalition with the O5 and the 108. And you know what? I could accept it. I could very well go and follow every word they said… if I were completely sure of our vision. But that's not the case anymore, Samantha.
Dr. Shuffle: What!? Why!?
Orrosquieta: ((Sigh) I asked for a report on the operations in which he had participated and what happened afterwards. In all of them… in all of them, without exception, there was a death toll of at least a dozen people outside the Foundation or the Coalition.
Dr. Shuffle: Orrosquieta, you know very well that there is collateral damage that—
Orrosquieta: You knew very well about this!
(Orrosquieta's breathing becomes labored temporarily)
Orrosquieta: Look, I accept that some deaths were somewhat necessary or merely accidental, but… But the number is enormous, even if none of you were responsible for them. I'm surprised that you didn't even try to censor the number or something like that knowing that I expressly said that I didn't want to get involved in anything related to killing innocent people.
Dr. Shuffle: You must understand that we write up the data as it happened.
Orrosquieta: In that case, I'm surprised that they gave me access to the extended files as if it were nothing. Either everyone in this Base is stupid or they simply didn't care about anything I said.
Dr. Shuffle: Orrosquieta, the Command—
Orrosquieta: Command, Command, Command is always the one who gets things done! What kind of Command do we have? What kind of people do we let up there giving us orders to kill people left and right? When Priest took me to Montegrande we talked about what life was like in the Insurgency, and I felt like he was practically describing heaven to me. And what do I find? That everyone considers it normal and correct to try to massacre children and civilians to steal an artifact or kidnap a guy. And that it is actually the way of working at Priest's Base and not the general rule doesn't improve anything either. I honestly feel like the situation with the Foundation and the Coalition is repeating itself here. "Don't worry, Orrosquieta. Things aren't like that at Site-19, or at Site-34. If you try hard you'll get a job there." "Relax, Operative, when you are assigned to the Maddison Assessment Team you will be free to request whatever working conditions you see fit."
Dr. Shuffle: I would like to ask you not to compare us to the groups we explicitly oppose.
Orrosquieta: It is you who make the comparison! A centralized council, militarized groups, bases and centers of arrandí4 [sic], It's exactly the same! Only at least the Foundation and the Coalition try to sell us that they do it to protect humanity and normality, which is partially verifiable. What is our purpose as a group? Just to oppose them, and that's it? What are we looking for? What is the goal we have set for ourselves? What are we doing, Samantha!?
(Silence)
Orrosquieta: Samantha, answer me.
(Orrosquieta's breathing relaxes while Dr. Shuffle's quickens)
Orrosquieta: (With a trembling voice, almost whispering) Samantha, please tell me you know why we do all this. Please tell me you know what the purpose of the Insurgency really is.
Dra. Shuffle: Yo—
(Silence)
(Orrosquieta coughs)
Orrosquieta: This communication is finished. Thank you very much, doctor.

Appendix IV - Disappearance
A week after the last conversation with Dr. Shuffle, it was reported that the Subject was not in his cell, and was not responding to any attempts at communication. Additionally, the entrance to the room was blocked and inaccessible.
After destroying the entrance to the room, it was discovered that the Subject was absent, and there were no signs or evidence that could indicate the methods by which the escape was accomplished. It was also reported that the security cameras located in the cell were partially inoperative, and temporarily stopped working for 4 minutes, during which time the Subject escaped.
Further analysis of the room revealed a total of 13 boulders with small symbols inscribed on them. While it is believed that they were used by the individual to escape, they have not shown any anomalous properties of any kind and their ritual use is considered unlikely.
Operations carried out to locate and capture the Subject were undertaken in the following days, without success.
